Country and state do not agree.

Check both values and whether Country is exposed.

Show the steps

Check dates, periods, and address values

Use the country name shown in the account's language, or a mapping default when one country applies throughout. Do not assume a SOAP country enumeration or a two-letter code is the value expected by CSV import. For states and provinces, match the configured short name for the selected country. Inspect the account's state/province list when the value looks right but is rejected.
